Hangs up, won't refund funds

Went to USPS to forward mail, and was routed to this company online. I got an email yesterday asking me to update my address because it was undeliverable. I paid for the service in October, my mail is not being forwarded, and they won't refund my money. Also, they are exceptionally rude.

Rip off by stealing debit card information form US

I typed in usps.com and filed my change of address there. I then see a charge on my account from changemyaddress.com and I've NEVER EVEN BEEN TO THE WEBSITE. How did this even happen? USPS can't tell me and the mail box is FULL for change-my-address.com. It's literally a personal phone that calls go to.
