Never got anything since I paid

I recently ordered shoes. When I paid for the item and they collected the money the item became Out Of Stock.I messaged back asking why.They said it was out of stock.I still saw the item on the site selling.I asked would it be back in stock no.Then why is it still on the site. He never replied.He sent me items he think I should take instead.I said I would just like a refund cause none of those items was what I wanted.Then everything else I told him to exchange it with became out of stock.Then he said I had to wait to get a refund.Never got feedback. Just stopped replying to me.
