Right before the delivery of the car at the end of the lease, drove to the gas station and filled a full tank of gasoline. Handed over the car, returned to Russia. Comes a strange write-off from Avis. Began to understand - as a result the bearded swindler who accepted the car, quietly attributed to me fuel for 28 euros. I tried to challenge - nothing came of it. Carefully check everything when you hand over the car, shoot video and the like. Otherwise, then you will not prove that the write-off is illegal!

Budget car rental is an American company that doesn't understand EU driving and licensing laws. My husband and I have drivers licenses from our own (EU) countries. We live in The Netherlands and have credit cards here. Legally, we don't need to convert our licenses until they expire, which is several years away.
We booked a Mercedes class C for our wedding in one of our home countries. We paid in advance and provided all the necessary information. Only when we arrived in Fiumicino were we told that their software system requires that your credit card address and your drivers license share the same address. This was not included in the terms and conditions. It was a disaster. We spent three (3) hours trying to solve this, calling customer service ourselves, trying to get some kind of assistance. There was no remedy; they did not give us a refund. Thankfully, we had reserved through RentalCars.com and they provided us a refund. We had to threaten a lawsuit in order to get a reasonable amount of compensation from Budget.
In the end, Europcar saved us, and we were able to book a car. We travel frequently and have not found another company that has this policy. Expats, book literally anywhere else to avoid this problem.

I booked a car with them through a 3rd party broker.
Car was prepaid for.
Got there, collected car, and was told the system was down so I couldn't sign to say everything was okay etc ... but noticed when I got in the car, it was only 3/4 full. I told the people in the office, and they said they would make a note, and just to return 3/4 full.
Returned it on time, with no damage. To be told i owed £75.00 for non return of full car.
Whilst dealing with this, I received an email with the agreement on that showed full to full for fuel.
I had taken photos to prove it was 3/4 plus had told them as mentioned above. They agreed to remove the fuel surcharge, but then said I owed £20.55, as I had underpaid.
I tried to discuss with the 2 lads in the office, but they said they only had 10 days of experience between them, and I should email them.
Did that 19 days ago, and have still to received a response.
Have emailed them multiple times, and looks like reading all the complaints, I wont receive anything back.
I am a lucky one I think having lost £20, compared to some.
I rent a car twice a month, and have only used Budget this once, and I wont again.
I have used Avis - who are part of the same group, in the same office, with the same people, and never had an issue.
If I could give 0 stars I would.

In fairness Budget in Manchester were prompt and courteous when we collected the car and we were charged the correct amount however it transpired the car we were given was in the process of being sold.
This meant we had to return the car several days into our rental period which we did expecting a courtesy gesture for doing so. They refused to offer anything which meant we had given up our time and expense to put right their mistake which is the reason for the poor review and why we not recommend Budget or use them in the future. Unfortunately like other victim, I choose budget to rent a car at Edinburgh airport through booking.com.
- the trunk of the car didn’t contain 3 suitcases as
(By the way: 25 minutes sales pitch to sell me useless insurance / an upgrade.)
- budget offered to change car (even though I paid a premium car) with an additional 300€ : I refused and It was inconfortable
- no receipt when I left the car (computer out of order as they said)
- I am sure they are going to overcharge reading at the reviews
- not réactive on Twitter

Booked a hire car via Flybe which was apparently going to cost £140 ish. Got to Verona airport, told that the car I reserved was not available but they had a better car i.e. a Fiat XL for same price. I was quoted 130 Euros. I was told I had to pay a deposit / security payment of 384.43 euros which would be refunded. I was shown the contract on a TV screen and asked to sign. I wasn't sure what it all meant as it was in Italian so I checked and asked if the final price I had to pay was 130, the lady said yes its was and I would be refunded the 384.43. So I signed. I returned the car, checked again at the desk ( yes I had a bad feeling in my stomach) and the man in the Budget desk said I would get my 384.43 deposit retuned within 10 days.
Then a few days after getting home I had the Budget UK invoice which said my total cost for car hire was £422.58. So in the 384.43 I had been charged for extras I did not request, I did not know I was being charged for, which were mobile wifi (77.63), Airport surcharge (55.70), Roadside Assistance Plus (29.68), Road Fund Licence (14.35 - which I take is compulsory?). The 130 Euros was additional to the hire cost of 196.98 euros. Plus VAT etc..
Can you make sense of it. I couldn't.
I rang them and emailed. I had been screwed big time.
So, thanks to the lady who robbed me at Verona Airport working for this company. I wish you a nice holiday wherever you go and hope you are robbed too. I also thank Flybe for setting this robbery up in the first place. This is mis-selling. Its criminal and should be stopped. I hope someone takes them to court.

DONT use Budget Rental Cars - as other reviewers say - they just rip you off.
Booked through Rentalcars.com, £350 advertised price for car from Bari airport. Upgraded to extra rentalcar insurance total cost - £412.Got to the airport and was hard sold Budget insurance, firmly declined as already bought from Rentalcars. Expected only to pay fuel on top of £412 and additional driver. Added an extra 240 euros for extras eg, Roadside Assistance Plus, TPR counter product, airport surcharge and road fund licence. We had signed rental agreement that was in Italian but had verbally agreed only the above extras. Called Budget on receiving the invoice and was told I had signed the rental agreement and they would refund nothing. I said you must get many of these calls a day, he agreed that they did. I asked what is the complaints procedure, he said 'we are the complaints department, thanks for your call, goodbye' and ended the call. I am left out of pocket with no way to get our money back, once they have scanned your credit card they can effectively take what they like.

The rental experience was professional and totally satisfactory in all respects. Staff at both the Airport Desk and and the Car Yard were excellent.

As per usual in Naples they scam you for everything...charged at the end for cleaning car €60 ! I've rented cars from Naples for 20 years I've never been charged for cleaning car, also was never on the agreement. Also local road taxes, again never been charged before. Still waiting email from them from my complaint !

I had booked a car for a couple of days in Southern France. I paid everything in advance via credit card. When I collected the car they just asked me to sign the papers, without saying anything about extra costs. When I took the car back I was told I returned it in perfect condition, so no extra money was charged.
Then looking at my credit card statement after a few days I realised they charged me around an extra EUR 65 without any explanation.
I wrote to their customer service asking for explanations, attaching a copy of the signed contract.
They never replied, and this was more than 6 weeks ago.
I definitely advise against using this company for car rental.

This service is an organized scam! Avoid them at all cost! They should be in jail!
I booked a VAN for one day and agreed to pay about £90 in total, which included additional insurance for the case the car would get damaged.
I returned the car in perfect condition, refilled the fuel tank in full, and followed all the agreed procedures.
Only to realize a few days later when I saw the transaction on my debit card that I have been charged additional £80 (170 in total)!
I contacted the customer service which responded with an invoice and a generic message that they will investigate the issue.
Looking at the invoice I realized the following obvious mistake which I communicated immediately back to the customer service: They charged me for 589 miles while I only did 117.7 miles, and at the same time I had in the deal 250 miles free. The mileage when I collected the vehicle was 14920.0 and not the 14198 that they wrote in the invoice. I collected the vehicle at 14:14 and delivered it the same day at 22:28 (that is 8h 14min in duration). According to their invoice, I did 839.7 miles within 8h and 14 min, which averages to about 105 miles/hour speed constant driving through London traffic.
I communicated the above back to the customer service along with the pictures of the dashboard I took before the start and in the end when I returned the vehicle. The pictures clearly indicate the mileage. However, I never heard back from them. This is an organized scam! Avoid them at all cost!
I will escalate the issue to citizensadvice and hope this shady company will be paying back or going to jail.

The Ford Mini bus was delivered to my house. I was astonished at its condition and shan’t list every issue. In summary, it had not been valeted, dirty inside and out. Several seats were badly torn with rubbish tucked down the back of them. The electrics were not functioning with indicators and brake lights faulty, a rear light didn’t work. The radio was useless, possibly an aerial fault. No spare wheel. The central locking was faulty, never knew which doors were locked. It goes on and on, the delivery driver admitted he was embarrassed to present it to a customer.

Absolutely shocking worst travel agency in the world never again will I make the same mistake! They call it budget for a reason but it’s not worth it and my flights weren’t even that cheap! Wrong time was booked due to their website being down contacted customer service who were rude and do not service their customers, I got told to contact airline direct which I told them I had done and they had asked for budget to contact them budget refused and said for them to send an email, spoke to the airline again who were outraged and said budget should know the policies and procedures and this is something they do. So I emailed only to get ignored for 4 days and then a rude blunt message back stating it was to late for them to do anything know absolutely outrageous cannot even believe they are still in business after reading how many other horrific reviews there are. I will never use Budget Car Hire again. After lots of research I found a good deal online in advance of my visit to Northern Ireland - £42/44 for 4 days. When I got to the Budget desk at Belfast City airport I was offered insurance which would take the cost up to £150! I declined this to be told that as I had not taken up that insurance, the amount of £1,000/1,100 would be held against my payment card for the duration of the hire. I was happy enough to do this however I did not have enough on my credit card to cover that cost! If I had known about this in advance I would have taken another card with me. My only option was to pay either £150 on another card for the full insurance, or £126 if I deducted the personal insurance. With the pressure on me and time passing, I felt my only option was to pay £126 instead of £44 - 3 times what I had planned to spend! I was given a slip of paper to sign as a hold on fuel but did not find out until I checked my bank account later that £100 had been retained on my card until I returned the car! All in all I paid 3 times the amount I was quoted when booking online, £100 was held on my debit card causing my account to go in to overdraft, and I had to borrow money from a family member to cover it - not a great start to my holiday! One other point, I had to sign for damages already on the car at the desk before I had even seen the car! At no point did anyone from Budget walk round the car with me prior to me driving it which was concerning given that there were marks on the car other than those identified on the sheet I signed! Not a very reassuring system!

I Hired a car for my wife from Budget (Belfast International Airport) via Vehicle Rent, I purchased the relax options, that was meant to cover everything & make hiring a car stress free, however when my wife collected the car, she was informed that she had to pay for road tax, windscreen cover & something called EXW, which for 5 days hire totalled £90.50, that is double what I was quoted from Vehicle Rent, As she needed the car my wife had no choise but to pay this. VR are currently chasing Budget for an explanation on why they applied the extra charges, but, Budget have not responded. I will never use Budget again & I'd strongly advise anyone reading this review to do the same & don't be fooled by the great prices that are being offered on the comparison sites, as Budget will hit you with additional costs, when you collect the car.

My daughter hired a Large Van from Budget Worcester for her House Move.
With 3 days notice they cancelled her booking because they had run out of vans
She was promised a refund within 3 days.
STILL NOT HAD HER REFUND & BUDGET ARE NOW SAYING THAT THEY HAVE TO MAKE ANOTHER REQUEST WHICH WITH THE WEEKEND WOULD TAKE 5 DAYS

I doubled the cost of my car rental to obtain what I hoped was stress free additional insurance.
Although I was told this included glass I discovered it wasn't in my contract and was charged an enormous sum to pay for a side window that was smashed when thieves broke into my car.
This is either miss-selling or worse, and Budget 'customer service' found they were unable to help.
Be aware of this awful company.

False information & no refund
I booked the car through rentalcars.com & they didn't show any information regarding the basic requirements, they accepted the payment & when I went for pickup at budget the person processed my booking accepting the indian driving license & asked for passport which I left at home. He asked me to get passport from home at my convenience while pickup & rest process is been done. When I came back for pickup travelling really long, the lady refused to accept the booking, saying they need international driving license. She refused even after explaining that international driving license is just translation of my Indian license (which was not required as the license I had was in English) & is accepted by other car rental companies. She told me that they are processing the refund & would receive the refund soon. After a week I asked them for refund & they told me that please contact rentalcars as the booking was through them. I asked rentalcars & they told me that you won't be able to get refund as you failed to provide international driving license. Even after explaining that international driving license is just translation of my Indian license (which was not required as the license I had was in English) & is accepted by other car rental companies, still they are not processing the refund. In my opinion this is a clear ripoff.

Maybe even zero star.... this company is insulting people's intelligence through and through. I will make sure never to use them again. I rented a car in March 2019 in Seattle, WA to be returned in San Diego, CA. Unfortunately, I had to buy a new tire for the car half way through the journey. As I had taken the full insurance, when I arrived in San Diego the person who collected my car told me that it was not a problem I should go to reception with the invoice and I would get refunded. This was not true. At reception I was told that even though they were Budget too, I had to deal with Seattle because they were franchises, so it was nothing to do with them... They told me to go on the Budget website and click on "contact" to be able to email them. I told them, that it meant I was not contacting Seattle in particular then, if I was using the general website... They told me, yes that was fine, it was what to do. As I understood I would get nowhere. I thought - "well, that is what I will do, and will take it from there". When I e-mailed budget through "contact" they told me I should e-mail "ersbillingteam" which in turn told me to make a claim to "ABGFNOL", I have now e-mail this last email twice 4 weeks apart and the last time a month ago, unfortunately all I get from them is an automated reply letting me know that they will deal with my claim as soon as possible... Therefore, I decided to call the help number on my rental agreement. This was 10 days ago, and the lady on the phone told me that they had my invoice in file and that it had been approved for refund, but could see I had not been refunded, so she would make sure it would be done. As I was becoming suspicious, I asked her what to do if I didn't get the refund. She told me not to worry she was sure it would be done. I insisted, so she told me to just phone them back. Of course the refund still has not happened, therefore I phoned today. But this time the lady I spoke too was a lot less helpful, she told me it was nothing to do with them that I had to email "ersbillingteam". I told her that I had already emailed them and that I did not get anywhere with them, so could she give me another option. But no, she was adamant that what I should do and it was nothing to do with them. So I told her that she was just leaving me with the one option we both knew was not one, but I guess she did not care, as long as I was off her hand. This is very poor overall costumer service, and very inconsistent. It is also insulting to be just passed on to the next contact, hoping they might deal with it, but I guess everyone in the company is doing it, so no one is dealing with anyone in the end. This is a great waste of my time (here again), energy and money in phone calls, to probably get nowhere to finish with. I strongly not recommend Budget to anyone who might be tempted to use them. They are not even cheap to justify their poor service.

We booked AND paid 29/12 2018 for a car in the category People Carrier.
On the 28th of March 2019 I contacted the head office to tell them that we needed the largest car in the category because we were 4 adults with 4 large suitcases who would drive around Scotland from hotel to hotel. This message was passed on to the Budget office in Edinburgh Airport, who wrote back that they would do what they could.
On April 14, 2019, we came to pick up the car and were told that they didn´t have a car in the category People Carrier. Instead we got a Mercedes 200C. Nice car, but the trunk wasn´t big enough to our luggage so we had to have some luggage standing in the back seat between the passengers. It wasn´t optimal when we had to drive as many kilometers as we should.
We think it is incredibly poor service that they don´t have the right car at home as it was booked AND paid over 3 months in advance. How hard can it be to check which cars there has to be in the square and then get the missing ones from another place in Scotland.
Subsequently, we have written and asked what we had done wrong and what we should do in the future to make sure to get the car we want. But they haven´t answered, 3 weeks after we asked.

After returning home I received an invoice and I've been charged for a "late return" of my rental car and, in addition, a full day for all the services. I chased the company and sent them proof that I was already flying at the time they wrote the checkout and that I gave my car back in time (several hours prior to my deadline tbh) with full tank and no damages at all (and I was also fully insured). I took this car with a British Airways bundle and I also discovered checking the bill that some services should have been included in my offer and that instead I was charged for. Last joke: to dispute the invoice I was asked to send the documents but their email seemed to have problems. My pdf files (less than 1MB) are pdf for the whole world but for them: they repeatedly replied that the files weren't right, or that my email was empty and so on. I'm used to hiring cars on a regular basis (2 - 3 times a month) and I never received such a poor service.
